The legislature must exercise better oversight over bureaucratic power

While the Pay Commission reviews the pay and allowances of our public servants, revising pay is only half the task. The other half is to restrain an executive that has grown accustomed to shifting its own costs onto thousands of civil servants, often without any legal basis.
