Addressing the Fourth PEMA Symposium on 10 October, Her Majesty The Gyaltsuen asked a question that every Bhutanese, and particularly every lawmaker, should sit with: when punishment is so disproportionate to the seriousness of the crime, “what message are we sending to survivors, to perpetrators and to society as a whole?”
