Who’s accountable when vetted election pledges go undelivered?

With the government now halfway through its five-year term, questions are being raised over who should be held accountable for campaign pledges that were vetted by the Election Commission of Bhutan (ECB), cleared for public release, and yet remain unfulfilled or only partially implemented.
