Excessive meetings, frequent travel undermine public service delivery

Bhutan’s strained public service delivery is often blamed on attrition, understaffing, and a shrinking skilled workforce. Yet human resource constraints alone do not fully explain weak performance. The deeper concern is frequent absenteeism driven by excessive meetings, workshops, and travel, which pulls officials away from frontline duties.
